Re-adverstisement: Nominations for Regulating Committee for Meteorological Services

The Minister of Forestry, Fisheries and the Environment, Dr Dion Travers George, hereby in terms of section 20(4) and section 5(3) of the South African Weather Service Act, 2001 (Act No. 8 of 2001), invites members of the public to nominate suitable persons to be appointed as two (2) members of the Regulating Committee for Meteorological Services.

In terms of section 21 of the South African Weather Service Act, 2001 (Act No. 8 of 2001), the functions of the Regulating Committee for Meteorological Services are the following:

The committee must:
  1. set broad limits on prices of services and products of the Weather Service;
  2. determine the level of user charges to be applied to the aviation and maritime industries by the Weather Service and advise the Minister on the making of regulations in thisregard;
  3. ensure that the Weather Service does not abuse its position, but in such a manner as not to place undue restrictions on the Weather Service's commercial activities and guard the Weather Service against unfair competition from national and international private weather services;
  4. promote the safe, efficient, economical and profitable operation of the Weather Service;
  5. promote the reasonable interest and needs of clients and customers of the Weather Service;
  6. monitor service standards and, where necessary, issue instructions to the Weather Service for improvement; and
  7. perform any other function assigned to it by the minister.
A nomination of a suitable person must include the following:
  1. curriculum vitae of the nominee with personal details, including race, gender, disability, postal and residential addresses and contact number of the nominee;
  2. certified copies of both academic qualifications and identity document;
  3. experience of the nominee which would stand him or her in good stead with reference to the functions of the Regulating Committee for Meteorological Services as set out in section 21 of the South African Weather Service Act, 2001 (Act No. 8 of 2001); and
  4. acceptance letter from the nominee.

A bachelors degree is a requirement. Qualifications in the field of finance or economics and experience in any of the following fields will be considered:

  1. Financial Modelling and Analysis
  2. Economic Modelling and Analysis
  3. Tariff Development and Regulation
The following procedure for the appointment of members will be followed:

Section 5(3) of the South African Weather Service Act, 2001 (Act No. 8 of 2001) states that before appointing any persons contemplated in subsection (1)(c) or section 20(2), the Minister must:

  • by notice in the gazette, and in at least two nationally circulated newspapers, invite nominations;
  • in such notice, specify a period within which nominations must be submitted and stipulate the procedure to be adopted regarding such nominations; and
  • ensure that the board is broadly representative of the South African society.

A Committee appointed by the minister, will consider all the nominations received and prepare a shortlist of candidates for the Minister to consider. One of the considerations for appointment will be that the members of the Regulating Committee for Meteorological Services should be broadly representative of the South African Society. The nominee, their spouse or immediate family member/s must not be employed or have any direct or indirect business interest with the South African Weather Service (SAWS), Board of Airline Representatives of South Africa (BARSA), Airlines Association of Southern Africa (AASA), International Air Transport Association (IATA) and or any of their associate members.

Protection of Personal Information Act (POPIA)

The DFFE complies with the protection of the Personal Information Act, 2013 (Act No. 4 of 2013), comments received and responses, therefore, may be collated into a comments and response report which will be made available to the public as part of the consultation process. If a commenting party has any objection to his or her name or the name of the represented company/organisation, being made publicly available in the comments and responses report, that objection should be highlighted in bold as part of the comments submitted in response to this Government Notice.
