The Minister of Forestry, Fisheries and the Environment, Dr Dion Travers George, herebyin terms of Article4(2) of the Paris Agreement and sections 13, and 32 of the Climate Change Act, 2024 (Act No. 22 of 2024) (the Act), publish the Draft Second Nationally Determined Contribution (Draft Second NDC) for the Republic of South Africa for public comment, as set out in the Schedule hereto.

South Africa, as a Party to the United Nations Framework Convention on Climate Change (UNFCCC) at the Paris Agreement, is required to submit successive NDC’s that represent a progression beyond the previous NDC and reflect the highest possible ambition. The Draft Second NDC sets out South Africa’s updated climate change mitigation target and adaptation goals for the 2031-2035 period, in line with national development priorities and international obligations.

The Draft Second NDC reflects South Africa’s commitment to contribute fairly to the global efforts to limit temperature increase to well below 2 degrees Celsius efforts to limit it to 1,5 degrees Celsius above pre-industrial levels. It outlines the country’s greenhouse gas emissions target, adaptation priorities, implementation needs. And support requirements

Protection of Personal Information Act (POPIA)

The DFFE complies with the protection of the Personal Information Act, 2013 (Act No. 4 of 2013), comments received and responses, therefore, may be collated into a comments and response report which will be made available to the public as part of the consultation process. If a commenting party has any objection to his or her name or the name of the represented company/organisation, being made publicly available in the comments and responses report, that objection should be highlighted in bold as part of the comments submitted in response to this Government Notice.
