INFORMATION

 

The most important documents tabled for the entity every year are its - STRATEGIC PLANS (SPs), the budget and ANNUAL REPORTS (ARs). Performance indicators and targets that the entity will seek to achieve in the upcoming budget year are indentified through ANNUAL PERFORMANCE PLANS (APPs). These DOCUMENTS are informed by, among others, commitments arising out of the Medium-Term Development Plan (MTDP).

ABOUT MLRF

 

The Marine Living Resources Fund (MLRF) is a statutory fund listed as a schedule 3A Public Entity under the Public Finance Management Act (PFMA), 1999  and established in terms of the Marine Living Resources Act (MLRA), 1998. The mandate and core business of the MLRF is managed under the Branch Fisheries Management of the DFFE, underpinned by the Constitution of South Africa and all other relevant legislation, policies applicable to entities and government departments. The MLRF plays a critical role in funding the operational activities of the Fisheries Management Branch. Through its various programmess, the MLRF ensures the responsible utilisation and conservation of South Africa’s marine and aquaculture resources, while also supporting livelihoods, job creation, and economic development in coastal communities.

CONTEXT

PERFORMANCE INFORMATION is important for effective management, including planning, budgeting, implementation, reporting, monitoring and evaluation. These documents are principally informed by the mandate, functions, powers and responsibilities of the entity as determined by section 24 of Constitution of the Republic of South Africa, 1996, key government priorities and other legislations applicable to the entity, AS WELL AS COMMITMENTS arising out of Medium-Term Development Plan.

The annual report is backward-looking, as it reports on actual performance at the end of the financial year, reporting on how the strategic plan and budget were implemented. It looks at the entity’s performance relative to targets set in annual performance plan and provides audited annual financial statements.

Annual performance plan is forward-looking. It clarifies what the entity intends doing in upcoming financial year and during MTEF to implement its strategic plan. APP sets out performance indicators and targets for budget programmes, and sub-programmes where relevant, to facilitate realising of goals and objectives set out in the strategic plan.

The strategic plan is forward-looking. It sets out performance objectives and targets against which the entity should be reporting on its annual report. Policy priorities, programmes and project plans for a five-year period are set out, as approved by entity's executive authority, within the scope of available resources. Focus is on strategic outcomes oriented goals for the entity as a whole, and objectives for each of its main service-delivery areas aligned to its budget programmes.
