IMPORT AND EXPORT AUTHORISATION REQUIREMENTS FOR AQUACULTURE PRODUCTS
In terms of section 6 of the Animal Diseases Act, 1984 (Act no 35 of 1984), no animal or animal product may be imported into or moved in transit through South Africa without the importer obtaining a veterinary import permit from the Department of Agriculture.
The veterinary services of the provincial department(s) of agriculture must be engaged for the export certification of live freshwater aquatic organisms.
Aquaculture is recognised as an agricultural activity and hence the state veterinary services have a mandate to protect the industry in terms of the Animal Disease Act, 1984.

An import and / or export permit is required by the department for the import and/ or export of marine aquaculture product (refer to process and requirements on applying for a marine aquaculture permit).
The DFFE (Branch: Fisheries Management) Chief Directorate: Aquaculture Development and Freshwater Fisheries (ADFF) is the responsible authority for the issuing of import permits for marine ornamentals intended for display purposes (i.e. aquarium hobbyist or commercial aquarium) or intended for marine aquaculture (i.e. commercial production).

If there are any CITES listed or TOPS species on an import permit application for marine ornamental species, then the applicant will have to apply for a CITES or TOPS permit through the relevant Branch: Biodiversity and Conservation, Chief Directorate: Specialist Monitoring Services, Directorate: Oceans Conservation Strategies.

An International Trade and Administration Commission (ITAC) import permit notification is required for the import of frozen fish and fish products, which can be obtained from the Department of Trade and Industry (DTIC) import permit notification.

The National Regulator for Compulsory Specifications (NRCS) is recognised by importing countries as the competent authority for the issuing of health guarantees for the export of fish and fishery products intended for human consumption.
The NRCS is responsible for the implementation of the compulsory specifications for canned fish (VC 8014), live and fresh abalone (VC 9001) and frozen fish (VC 8017) in terms of the National Regulator for Compulsory Specifications Act, 2008 (Act No. 5 of 2008).
The aquaculture product exported is required to comply with the relevant food safety programme that is implemented in terms of the Marine Living Resources Act, 1998 (Act No. 18 of 1998) by the DFFE and is required to comply with the importing country’s import requirements.
auditing of applications' standards
The NRCS is accredited as the competent authority to audit the application of standard (mainly HACCP and ISO) for the export of products to the European Union and other countries. It also issues health certificates for products such as abalone, which are exported to Asian countries.
The NRCS has negotiated an auditable aquaculture CODEX Alimentarius of on-farm practices acceptable to the European Union, which it applies to HACCP systems in marine aquaculture.

The Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, 1947 (Act No. 36 of 1947) requires that all processed animal feeds and stock remedies (therapeutants) meet certain specifications.
